306 Air-con & STOP light?

I have 306 T reg turbo diesel.When the air-con is switched on the red STOP light glows. I have found that the two cooling fans are not working. I have checked all fuses,all OK. I have disconnected the (+)ve terminal of the battery to reset the ECU but still the problem exists. Has anyone any ideas ?

I found the fuses feeding the fans. They are contained in the unit just above the ABS box.
Why both fuses blew is the mystery, but at the moment everything OK and the STOP lamp has gone out...
