rough running?

suffolk punch 14s starts but chugs. the carb is clean but spark plug sooty. we think the timing is out or points faulty. as you have to take engine off to get at cowling bolts we are seeking advice

The timing is fixed via a key on the crankshaft/flywheel and is not adjustable.

Unless the mower is around 30 years old+ then it won't have points as they were all electronic from the early 80's.

Please explain how you know the carb is "clean"

Are you taking the engine right off choke once it has started?

Never needed to remove the engine to get at the cowling bolts, so bit confused there.
