how can i fix my sons 2005 yamaha py90?

My son has just got a 2005 py90 and i am having a bit of trouble with it. When i start it up i put the choke on kick it off and it start up fine then it starts to over rev so i turn the choke down so it just tick's over but then when you twist the throtle it just cuts out so i put the choke bake on and the same thing happens.

Can any one out there please help

it sounds like there is water in the petrol tank to me drain it all out and see by putting it in a clear bowl or somethingt the water will look like jelly in the bottom of the bowl ,if there is no water in it check the jets are clear in the carb and the fuel tap is clear and working ok.
