My mower would starve for fuel like the float was stuck, took carb apart, cleaned it, blew it out, now it won't run unless I keep my hand on the carb to keep fuel going in it. What am I doing wrong?

Does it have an in line filter? is it blocked? does it have a fuel pump? is it pumping fuel to the carb? does it have an after fire solinoid on the bottom of the carb? does it click when yoy switch the ignition on? is the needle in the solinoid stuck?
