Briggs & Stratton Classic 35 rich slow running?

I have a B&S Classic 35 which is not running at its normal working speed, but it is consuming lots of fuel !(spark plug gets very sooty). Have replaced spark plug and cleaned filter - regulator appears to be operating correctly. Any ideas?

Yeah, I had wondered about that, but there are no obvious signs of wear, no splits etc. Is it easy to tell if it's worn out ?
