oven wont fire up from low setting?

after lighting the oven it wont fire upto full flame stays on lowest heat even if on highest setting eg no 9,

I have the same problem and I do believe it is the flame failure safety devise.(FSD)I have checked prices and it looks like they start around 40. and up.
