Beco DRVS 62 Tumble Dryer not getting hot?

Hi,
I have a Beco Tumble dryer that is not getting hot !

I have unplugged the element module, and measured accross the element and the resistance accross this is low, as I would expect for a good element. So does not appear to be a burnt out element.

There are two "stat", devices above the element module, the lower one (closest the element) is low impeadence. Whilst the upper one - which connects to the lighter current black pair of wires on the connector, appears to be open circuit.

Is this normal, or do I need to change the element module (as I can see no way to change the stat devices seperatly) or on the other hand is it likely to be something else, and if so any clues.

Thanks in advance
Chris.

non of the stats should be open circuit on that element.1 is a safety stat which when cold is closed circuit, the other changes resistance depending on temp
