Where can I locate the thermostat for the heating system in my T reg Ford Fiesta as the fan is blowing hot air on both hot and cold settings.

may not be the thermostat you are looking for here but the heater control valve,usually at the engine bulkhead,look for the two heating pipes running through bulkhead down to your heater radiator

follow top pipe off radiator where it meets engine thearmostat behind housing.
