Can't get the rear brake drum off?

Need to remove rear n/s brake brume as brake as locked on. can't turn the wheel.

Depends upon the car but---

Slacken wheel nuts
Jack car up and support on axle stands
Remove wheel
release handbrake
Back off brake shoe adjuster(s)
Try to remove drum with a twisting action
Might need to gently tap outside of the brake drum to release it
