Vw golf Mk4 1.8 20v Gti failed mot emissions test?

My golf failed on emissions CO =0.49 at 2650rpm (fast idle) but passed rest of emissions test?? could this be a sensor problem rather than replacing Cat??

buy a bottle of cataclean from your nearest motor factors and follow the instructions on it to clean cat and pass the emissions test
