renault clio grand stuck on handbrake?

how do i remove rear dru with handbrake stuck on,renault clio grand.

try spraying WD40 on h/brake cable, then try hitting drum with rubber mallet. did one on saturday, and this worked, but the brake pads inside came off with drum, so had to re-build brakes, so take care, or get mobile mechanic to come to do it.
