no hand brake on ford mondeo on 51 plate?

hello i have no hand brake on either rear wheel of my mondeo it has disc brakes all round and all cables are connected non are broke but the arm to which they attach does not move could the pistons be too far out as the pads are quite low

if you lower the exhaust from the rear under heat shield you will find the hand brake adjuster
