how can i fix my 1985 subaru turbo xt?

It feels like the brakes are engaging while in any gear. R N D 2 1 the car will move a foot or so just fine then it feels like the brakes are being applied. plus there is a clicking when this happens. could it b the brake band? or any info on possblities would be helpful.
