Why is my 05 Citroen Berlingo 1.9L van so sluggish?

my 05 Citroen Berlingo 1.9L van is sluggish, hardly accelerates in 1st or 2nd gear, and slows down going uphill.
Is it possible that it has had a limiter fitted? I bought from a dealer who said he had no details, though it looks to me that it was a delivery van before he got it.
If it isn't a limiter, is there anything else (fixable) that could be the cause?
Or have I been sold a pig?

tried the diagnostic and changing the air flow meter but to no avail.

hi
poss may be air flow meter (MAF. mass air flow) . You tend to get very poor low end response when they play up. would recomend having it code read on diagnostics to see if anything is stored.
