B & S SP470 Excessive fuel causing hunting and sooty smoke from exhaust?

Even with air cleaner removed it seems like it is running with the choke is full on. I can't see a convensional choke control. Can anyone suggest a course of action please?

Replace the carb diaphragm. Almost guaranteed fix. costs about £2 and takes 20 minutes.
