Even thou it shows low hours the rings might be sized up from setting up ........had same problem with one once ....engine even locked up ....pulled engine and replace rings and has runn great ever since .....might try something like a mystery marvel oil and let soak in engine for a week or 2 and keep toppimg it off but engine would have to be at angle where cylinder would be in upright position ......
