horn not working renault clio?

I have changed the fuse for the horn in renault clio. But the horn is still not working.Any Ideas. Please help.

Remove the two screws (I think they're called torque screws) from the underside of the steering column & lift the top cover off.Looking straight down on the column you should see a cable with 2 wires coming from the underside of the steering wheel.These should be connected to 2 small tags on the lower side of the column.Mine were broken off,all I had to do was solder them back on.Red to bottom,black to top on mine but it shouldn't matter.Shorting these 2 tags out caused the horn to operate & is a way of testing the horn circuit up to that point.Hint...use a small soldering iron & tin the ends of the wires before soldering them on.

take the wires off the horn get a test meter set it on volts,then get connect it to the horn wires,get some one to push the horn button,you should get a 12, 13.5 volt reading,if you do then the horn is faulty,remember to turn your ignit on as some horns wont work if its off
