Help, is my scooter ok?

i have a 125 keeway matrix, when idol the revs are as normal, as soon as i turn the throttle the rev counter shoots up before i even move?It doesnt seem normal to me?Any help?

if your cable is fraying this would happen but if you say the bike doesnt move off as normal or slower then your clutch is worn and needs replacing
