One end attaches to the governor link in the same place as the other spring, the other end attaches to a fixed lug on the mounting bracket. The spring is loose most of the time - it's purpose is to stop the revs from dropping too low when the speed control is moved to 'SLOW'. This is necessary because the primitive carburettor fitted has no idle circuit.
