Turn on the ign. if it doens't start and is a Briggs & Stratton Mower it may be just the pinion gear on the starter that connects to the flywheel gear. These often go on Briggs starters and are inexpensive, made of plastic.
That is what caused my Briggs starter to fail. Easy to remove starter, two screws or bolts, can't recall,and see if the gear is torn up.
Check out www.mfgsuppy.com they sell them and they cost around $2.00 if I recall correctly.

You could see the setup, and get correct part # if it is indeed the pinion gear.
