Zanussi ZHQ575X - Lower oven not work in Fan mode?

The lower oven does not heat up when the oven is switched to Fan mode, and the fan does not come on. If, however, the oven is switched to conventional (non-fan) mode, then the oven does heat up, albeit a little slower than I remember.

Any suggestions welcomed!

If the element or the thermal cutout had gone then would it heat up in non-fan mode?
