sounds like the clutch on the brush bar control unit [the knob on the right of the bottom part of the hoover it has off----on and auto written on it ] this could be caused by a foreign body inside the brush bar housing [remove bottom plate by turning 3 coloured screws anti-clockwise then clean out so brush bar can be easily turned by hand ]otherwise the problem could be a faulty clutch mechanism that will have to be replaced---------
