on a bike try forcing the wheel to turn and use a leather or rubber mallet and shock hit the side of the drum, try not to damage it and try not to buckle the wheel if its spoked
on a car just keep hitting the drum with a mallet and it will free, make sure you have loosened the tensioner if possible and dont forget to turn off the hand brake
