1996,Peugeot 405 petrol keeps losing power?

Hi,My peugeot 405 which is petrol keeps losing power on hills,i have to depress clutch and rev hard,suddenly it flys back into action,on a diesal thats probably a fuel blockage,is this the same for my petrol car or could it be a electrical fault???

Might be that the cat is breaking up and restricting the exhaust gas flow.
