02 plate 350 90 hp very very bad starting?

Hello my 02 plate ford transit is very hard to start take ages to turn over white smoke when finaly starts checked timeing ok change filters ok drain tank ok now little bit rubbish in change glow plugs had injectors out and tested them ok what more couls i.

how did you check the timing ?
if i were you i would change the fuel filter and body[make sure its the modified type]and never push the the filter test !!sound like the old one is sucking air
