Packard bell will not load?

my packard bell desktop says windows is starting up but nothing is happening the computer does not freeze because i can still move my mouse and also when i restart my computer the samething happens i need advice please!

Sounds Like your OS is corrupted (Windows). You'll have to reinstall everything
