Cord won't pull MacCat 435?

Using my McCulloch MacCat 435, went to pull start it again and the cord won't pull more that an inch or so. Anything I can do or is this a repair job? machine working fine up to that point.

The starter turned on mine when cover came off but not the engine

My cord won't pull was working fine, I took off front case and the cord pulled but once front cover was put back on the same happened

Remove the starter and see if the engine will turn using the flywheel by hand, if not , then something has seized in the engine, or the flywheel is touching the ignition coil, if it does turn then check out the starter itself
