No dial tone?

I have a Mickey's Dixieland Band , Walt Disney phone which has not been used for some time - every thing works as regards the band but I cannot get a dial tone. I have tried using a different line cord but to no avail ?

I have a TESCO ARC 110 with no dial tone but can receive calls. I pressed and held down "hash" which solved the problem!
