Whats causing my 50cc moped to not gain full power?

I have a new 50cc moped, battery works, carbrettor is clean, spark plugs are good, but it will only go 15-20mph,it will not give out full power, it cuts out and deaccelerates alot too, what can it be? what can i check and how can I fix this problem?
Please I really need help.

the problem is very likely to be the spring in the top of the carb that pushes the slide down jammed and therefore stopping it from lifting all the way up and giving it full throttle.take the top of the carb off to see there will be a panel un der the seat or as bb says get the people who sold it to you do do it its there problem not your mate.

hmmmm. 15 to 20mph breaking in. sorry this is nonsense. Take to shop and get them to sort under warranty. Put your foot down my friend. The bike isn't running right!

its called a spider2 2010,fairly new,it starts and runs as I use it for work, its just slow getting to work, the bike people I bought it from says it just needs breaking in as its new, but the bikes done 500miles and not getting any better.
