air blower blow only cold air?

hello, i have problem with my Peugeot 206, air blower blow only cold air, i was check thermostat, but its working, and level of coolant is normal too. Please maybe somebody know what's the problem?

could it be the cabin filter often worth changing usually where front wipers are under plastic check with filter provider where it is situated
