what causes a hard brake pedal?

vw passat 1900 diesel has ahard brake pedal and the brakes dont work very well vac pump seems ok anyone had the same

check area around servo is not filled with water caused by blocked drain tube below battery
also check the plastic vac pipes for leaks or loose at its connection with vac pump

check your rear brakes are not binding onto the drums,i had similar problem and i just taped the drums on the inside with a rubber mallet,not a metal hammer

sounds like your servo has developed a leak to check it pump brake pedal up till har (engine off ) then whilst holding foot down on brake pedal keeping pressure on it start the car if servo ok pedal will drop if not either leak on sercvo or vac pump not sucking hard enough
