bad starting 406 hdi?

l2003 406 hdi is bad starter had a new battery fitted but still turns over slow even with a jump start suspect glow plugs at fault car new to me thinking this may be along term fault which has made starter motor lazy

more likely to be starter motor itself especially if its making whining noises. glow plugs dont stay on long on hdi s anyway.
