flashing tamper is a service timer programmed by your installation engineer
this is not a tamper fault because a tamper fault locks you out and renders the panel inoperative until the fault is cleared
you need the installation manual for your panel
you will need to clear the programmed engineer code
this information will be in the manual
some panels lock the engineer code in by starting or ending with 9
if this is the case you will have to replace the panel or board
the manual will explain how to deal with this matter
