1997 1.8 16v peugeot 406 timing problem?

hi fellas i have been doing a head gasket repair on this 406 all was going well until i got to setting the timing back up. i have all the pins where they should be lined up but when i go to turn it over the engine locks up at tdc. there is no damaged valves as have had the head off and tested. could the crankshaft move without the pulleys due to not having locked the flywheel? if so how do i fix this? im baffled at the moment. thanks

The crank pulley could be faulty had loads of these. as the timing pin hole is located on the pulley the outer part of the pulley moves in relation to the inner part and moves the timing mark try a new crank pulley should be ok then
