ldv pilot 1900 diesel smokes badly ?

the van in question has the peugeot 1900 diesel endine ,it smokes bad at idle or low revs but is perfect while driving. it is not an oily smell and the smoke is a bluey white but not steam???? the water stays at good temperature? confused
