zanussi TC481w condenser dryer?

Our Zanussi TC481w condenser dryer won't get hot enough anymore to dry clothes. It will get warm on the hottest setting but not hot enough to dry anything. I've also tried it on the cooler setting but same again it won't dry clothes.

could be a faulty heater or stat but without testing with a multimeter its hard to diagnose
