dell inspiron 1520 power/charger cord plugged in but not charging?

I have new battery and get message:plugged in, not charging. How can this problem be sloved?

It may not solve the problem but first try cleaning the contacts on both the battery and the laptop. It may be that some slight oxidation is causing a bad connection.
