Nissan primastar 115dci 07 The van runs but won't rev up?

If anyone can help.
The van starts, drives, but won't rev upabove 3000rpm
The water in fuel or electrical light is on.
I have changed the fuel filter but still no difference.

Try the boost pressure sensor, that light is also a electical fault light.
