how can i repair my rear brake load sensing valve linkage on my peugeot 206?

rear brake load sensing valve linkage seized,on peugeot 206 xs 1999 making hand brake not to work fully . how to free off?

load sensing valve has no effect on handbrake!it may be linkage in drum that is siezed or cable sticking.
