im not sure what you mean by the timer ?im guessig you mean the timing or the tickover screw ?the timing can mean one of two things ignition timing or valve timing,the valve timing can be changed but not a good idea if you dont know what your doing and the ignition timing cannot be adjusted its preset into a unit via discharging capacitors.the tickover screw in on the side of the carburettor and can be wound in to get it to tickover but.......thats not the answer to you starting problems the most likely problem is the valve clearances on a chinese 4 stroke engine ,they need to be set to 0.12 on the exhaust valve and 0.8 on the inlet when cold.it really needs to be done by someone who understands the engines workings properly as it can go badly wrong if adjusted too far out.id do it for you but your probably miles away from me in milton keynes ?
