New recoil does not recoil after vacuum is reassembled?

I installed a new retact assemblu in my Electrolux 2000 vacuum cleaner . Coil works fine untill the acuum is reassembled. Then it does not retract. Why?

You need to wind the cord reel 3-4 times to set the tension Or change the spring.
