How do I determine what's wrong with my steam iron and then repair it?

I bought a Rowena, Model DA-15.1 at a garage sale without trying it (stupid, huh?). And it doesn't work...I would like to know if I can figure out what the problem is, and if it's fixable, is it something I can do?

Inside the handle is a single event fuse thats probably blown. Two round plugs cover the screws that hold the back cover on
and two more beneath the cover. Then the top panel snaps off the top of the handle.
