How can I fix my windscreen wipers on my Ford Focus 2003 1.6 Petrol?

My windscreen wipers don't reset if you just push the wiper lever down or if you turn it off whilst it is running. They also drift across the window whilst on intermitant whilst travelling over 50mph. Is this an issue with the motor or are they just set up wrong?
