its an old fuse box,and I have to replace 15 amp fuse wire.The wiring, back boxes and covers are all new,do I need a new fuse box with circuit breakers?

Fuses blow when too much current is drawn - you do not say which fuse - its rating in Amps...
Either there's a fault - or the circuit is overloaded - or the fuse underrated.
