my ford fiesta zetec won't start. lights are all flashing on and off ?

the lights are all flashing inside on and off whan i try to start it and won't turn over. done it oce before they thought it was battery so got new one last week now this. bit weird wont turn over but the lights on the insde all flash on and off. HELP!!!
