how to test it, as when i turn engine off the pedal becomes rock hard on the first application, no hiss can be heard coming from the servo at any time with the engine off

sounds like there could be vacuum leak from between servo and master cyl, [there is usually a seal between them]

pump brake pedal few times engine off then hold down on brake pedal when hard start engine if servo ok pedal will drop inch or so if not stays hard
