There is a thin black wire that goes to a clip on the kill switch attached to the flywheel brake.
The cable from the bail on the handle attaches to that
brake. If that wire has slipped out of the clip it can't ground out the coil to kill the engine. It's also possible the kill wire is broken or burnt through somewhere between the coil and the clip.
