My bonnet won't close properly on my 2003 Ford Fiesta?

The bonnet catch looks like it just needs adjusting but how do I do that? The loop on the bonnet looks like it needs to be moved backwards but when I loosen the bolts I cant move it?

You cant adjust the loop and shouldn't need to,the hook that holds the loop down is probably stuck down due to muck/corrosion,spray the whole lot with WD40 and prise back the hook(probably in the centre of the V shaped bracket)and keep moving it until it is free.When you pull the catch at the front of the bonnet the hook should pull back releasing the loop,sounds like yours is stuck in the forward position.
