my quaulcast lawnmower classic is flooding even when its not running?

and struggles to start,if i take the air filter of because its wet with petrol it will start but hunts,if i put the filter back on it wont run.

1 the float may have developed a hole in it
2 or the plastic float in the carb bowl is not making a seating within the brass jet housing in the carb bowl top this is allowing the petrol to continue to flow in and cause a rich mixture
