Is that a job computer? One that you don't own.
Does your job demands that you have access to the task manager and regedit?
If yes, then no and no, then you should leave it at that.
Cause:
Your IT manager have decided, probably after someone screwed some computers with those, that most employee don't need those tools to perform ther task.
Cure: NONE! At least, none that you can perform and keep your job.
If it's your personal computer, you need to log in as administrator and change the policy.
If you can't do that, you probably need to reinstall windows.
